- Must have a chronic medically documented physical disability
- Must be 18 years or older
- Must be of very low income according to HUD (Housing and Urban Development) guidelines.
- Must be mentally alert and self directed
- Must be able to self evacuate with or without assistive devices in under three minutes (no mechanical lifts)
- Not receiving services from the Division of Developmental Disabilities (DDD).
